Turkey, Saudi Arabia, and Pakistan signed a defense agreement: “An attack on one will be considered an attack on all”

Joint exercises and equipment procurement programs are planned

Turkey, Saudi Arabia, and Pakistan, which stipulates that an armed attack against any one of the three countries will be considered an attack against all of them.

According to a statement from the Pakistani Ministry of Foreign Affairs, Turkish President Recep Tayyip Erdoğan, Saudi Arabia’s Crown Prince Mohammed bin Salman, and Pakistani Prime Minister Shehbaz Sharif met at Al-Safa Palace in Mecca.

As part of the meeting, the “Mecca Joint Defense Summit” was held, during which relations between Saudi Arabia, Turkey, and Pakistan, as well as a range of issues of mutual interest.

The statement notes that the three countries signed the “Joint Mecca Defense Agreement,” with the aim of further strengthening their cooperation in the fields of security and defense.

“Building on the deep-rooted historical ties between the three states, the enduring relationships based on brotherhood and Islamic solidarity, and with the aim of further promoting common strategic interests and long-term defense cooperation, Crown Prince Mohammed bin Salman of Saudi Arabia, President Recep Tayyip Erdoğan, and Pakistani Prime Minister Shehbaz Sharif signed the Mecca Joint Defense Agreement,” the statement said.

It adds that the agreement reflects the three states’ shared determination to further strengthen their common security and to promote peace, security, and stability both in the region and beyond.

The most significant aspect of the agreement concerns the collective defense clause.

“The agreement aims to strengthen collective deterrence against any form of aggression and stipulates that an armed attack against any of the three states will be considered an attack against all,” the statement reads.

At the same time, the agreement provides for the development of defense cooperation among the three countries in all areas.

Based on UN Article 51

Shortly before the agreement was signed, CNN Türk reported that the agreement would be based on Article 51 of the United Nations Charter.

This article enshrines the right to individual or collective self-defense in the event of an armed attack. This agreement essentially creates a framework that transforms the three countries’ right to self-defense into a collective one.

Thus, in the event of an external threat, Turkey, Saudi Arabia, and Pakistan will be able to mount a joint defensive response.

Joint exercises and defense procurement programs

The agreement is not limited to the collective defense clause.

According to reports by CNN Türk, the three countries will be able to conduct joint military training, personnel exchanges, and joint military exercises.

At the same time, this paves the way for joint programs in the defense industry, further strengthening military cooperation between Ankara, Riyadh, and Islamabad.

The Goal: A New Regional Security Architecture

As CNN Türk notes, the conflict between the U.S. and Iran and developments in the Gulf have accelerated a cooperation process that had been in the works for some time. Israel’s actions in the region have also helped bring plans for such security agreements back into the spotlight.

The long-term goal is to create a broader regional security platform. The agreement between the three countries is being presented as an important step toward the strategy for a new “regional security architecture,” which Turkey has been promoting for some time.

A New Era in the Defense Industry

The agreement is also expected to give a boost to joint defense industry programs.

Saudi Arabia has held repeated talks with Turkey in this area, expressing its intention not to be limited to the role of a customer, but to participate as a partner in joint programs.

Erdogan had already signaled this during his previous visit to Saudi Arabia, noting Riyadh’s interest in the progress made by the Turkish defense industry.

“The progress our country has made in the defense industry is being closely watched by Saudi Arabia, as well as by the entire world. In the defense industry, we focus primarily on meeting our own needs. At the same time, we are making efforts to meet the needs of our friends and brothers,” the Turkish president had stated.

Erdoğan also referred to the Turkish KAAN fighter jet, leaving open the possibility of a joint investment with Saudi Arabia. Meanwhile, a preliminary agreement had been reached with Pakistan regarding cooperation in this specific sector.

Pakistan has also undertaken mediation efforts aimed at ending the war between the U.S. and Iran, while Turkey is playing an active diplomatic role in efforts to achieve a ceasefire in Gaza.
