End of the EAC subsidy for thermal storage systems; option to offset costs with solar panels

The pricing for storage heaters is changing, as the decision by the Cyprus Energy Regulatory Authority (CERA) to end the subsidy provided by the Cyprus Electricity Authority (AHK) for this specific pricing, as AHK Press Officer Christina Papadopoulou told CNA on Monday.

As she noted, when the new rates were implemented in 2017, the principle was established that every consumer should pay the actual cost of the energy they consume, without cross-subsidies between rates.

Until 2017, the pricing of heat storage systems was subsidized, with the EAC covering a significant portion of the cost. With the change in the regulatory framework, it became clear that the pricing for thermal storage units would increase by approximately 49%.

According to Ms. Papadopoulou, the EAC then undertook to cover the difference in order to give consumers time to seek alternative heating methods, until the opening of the competitive electricity market, which officially took place on October 1, 2025

“The EAC subsidy continued until recently, but the EAC can no longer subsidize this pricing,” said the EAC’s Press Spokesperson, noting that consumers will now also pay the standard rate per kilowatt-hour applicable to their property for their heat storage units.

Ms. Papadopoulou noted that for this reason, the AHK had urged consumers to seek out other heating methods.

Option to offset with solar panels

At the same time, following a decision by the CERA, consumers who have thermal storage units and photovoltaic systems are now able to request that the energy consumed by the thermal storage units be offset against the energy generated by their photovoltaic systems.

To this end, affected consumers can fill out the relevant form and submit a request for offsetting.

The EAC’s Press Officer also stated that the decision to change the pricing structure is effective as of May 1, 2026, and that a notice to this effect was recently sent to affected consumers.

She further noted that the EAC had borne the cost of the pricing difference for years, from 2017 until recently, emphasizing that this amounts to a significant sum.
