The Russian government will extend the ban on oil exports until September

Fuel shortages continue in the domestic market

Russia plans to extend the ban on diesel exports through September as fuel shortages persist in the domestic market, with a number of refineries still being targeted by repeated attacks from Ukrainian drones, three industry sources told Reuters.

One of the sources said that extending the ban until the end of the year is also under discussion. The Russian Energy Ministry did not respond to a request from Reuters for comment on the matter. Russia imposed the ban from July 8 to July 31 as part of a broader package of measures taken to support the domestic fuel market, and the ban was later extended to fuel producers through August 31. Russia has also banned exports of diesel to countries that do not produce it and of automotive gasoline through January 31 of next year, as well as aviation fuel through the end of November 2026.

However, fuel shortages reappeared in some regions in August following a brief improvement in late July, when local authorities gradually lifted or eased the restrictions. The ban on diesel exports may be adjusted in line with increased production, as Russian refineries complete emergency maintenance work following the attacks, a market source said.

Deputy Prime Minister Alexander Novak stated last week that the government has not yet decided whether to lift the ban, adding that there have been no shortages of diesel fuel in the domestic market.

Several refineries have completed repair work and have resumed supplying additional quantities of fuel, Novak said.
