State-owned land at 25% of its value: Who is eligible and how to apply

The new Plan for the Allocation of Plots to Families, presented by the government, aims to give families the opportunity to acquire state-owned land at a cost significantly lower than market value.

A key provision of the Plan is the allocation of state-owned land to eligible recipients at 25% of the plot’s market value, with the goal of building a home for owner-occupancy.

Who is eligible

The program is aimed at Cypriot citizens under the age of 45 and covers different family types.

Specifically, potential beneficiaries include:

  • families with children,
  • couples without children,
  • single-parent families.

Selection will be based on income, family status, and other criteria specified in the Plan. The goal is to support primarily young, low- and middle-income families, for whom the cost of purchasing land is a significant barrier to owning a home.

How to Express Interest

The process will not begin directly through the District Administrations.

Interested parties will initially express their interest through the Presidents of the Community Councils. The Community Councils will then forward the preliminary requests to the relevant District Administrations so that the evaluation process can begin, along with the identification of suitable state-owned plots.

Approximately 570 plots in the first phase

In the coming period, approximately 570 plots are expected to be made available across all districts.

This initial batch is intended for beneficiaries who had already expressed interest during the previous phase of the Plan.

Subsequently, the Ministry intends to proceed with new subdivisions of state-owned land in communities where there is interest, with particular emphasis on mountainous, remote, and disadvantaged areas.

Beyond the housing aspect, the Ministry of the Interior aims, through this measure, to strengthen the demographic sustainability of communities, by creating incentives for young families to remain in or settle in rural areas.

The full eligibility requirements, including detailed income and other criteria, are expected to be made public with the posting of the Plan’s implementation guide on the Ministry of the Interior’s website in the coming days.
