The Pan-Cyprian Union "Equality" submitted a memorandum to the Parliamentary Committee on Finance outlining its points of disagreement with the bill on public sector hiring.
Among other things, the union expresses its disagreement with the proposal to increase the evaluation points awarded by the head of the relevant department from 5 to 10, noting that no documentation is required for the evaluation, while the points for experience—which, according to the union, constitute more objective evidence—remain at 5.
Therefore, the union recommends that the points for experience be increased to 15, while the supervisor’s evaluation be capped at 5 points.
Regarding the order of preference declared by the candidates, Equality expresses reservations about the penalty provided for in the event that this is not completed, noting that the candidate is excluded from all positions for which they are applying, even before being examined, for a technical reason that can be corrected simply by filling in the information, and requests that a deadline for completion be added, following notification.
Furthermore, the union requests that an explicit provision be included in the law, either to abolish the exam registration fee or to cap it at a maximum amount and limit it to a single fee per year, regardless of the number of spots the candidate is applying for, as well as a full exemption for the unemployed and recipients of the Minimum Guaranteed Income.
