From birth to school: All benefits and support programs for parents in Cyprus

From the initial expenses associated with the birth of a child through to their care and preschool education, parents in Cyprus have access to a range of benefits, programs, and government support services.

Following the approval of the new “Together with the Baby and the Mother,” which provides, among other things, a free baby care package worth €1,000 per child and in-home support from a social worker, AlphaNews.Live has compiled the key benefits available to families, from pregnancy and birth through the early school years.

Child benefits and support for single-parent families, financial assistance for new mothers, tuition subsidies, as well as leave for working parents make up a support network, with different criteria and requirements for each case.

“Together with the Baby and the Mother”: New support for 1,000 families each year

The new program combines in-home support from a social worker with the provision of free baby equipment and essential care items worth €1,000 per child, offering eligible families practical assistance, information, and personalized guidance during the child’s first year of life. The goal is to ensure that support reaches families in a timely manner, particularly during the period following the birth of a child, when the needs and responsibilities of new parents increase. The Plan is expected to benefit approximately 1,000 families each year, with an annual budget of €1.5 million.

What the New Program Includes

“Together with the Baby and the Mother” introduces a more comprehensive approach to social support, one that is not limited to the provision of goods but emphasizes the actual needs of each family.

Specifically, it provides for:

  • Home visits by a social worker to inform and guide new parents on issues related to child care and well-being.
  • Information on available social benefits and services, so that families are aware of and can take advantage of the support they are entitled to.
  • Early identification of needs or difficulties and, where necessary, referral to the appropriate services for further support.
  • A free baby care package worth €1,000 per child, which will include basic baby equipment and linens.

Through direct contact with the family environment, the goal is to build a relationship of trust with the parents and provide support tailored to their needs.

Which families are eligible

The new Program is aimed at families who meet specific socioeconomic criteria.

Potential beneficiaries include:

  • families receiving the Minimum Guaranteed Income (MGI),
  • families in the first income bracket for the Child Allowance, with a gross family income of up to €22,000, and
  • families that meet the above conditions but, at the time of the child’s birth, their certification by the Department of Social Welfare and Child Protection (YDEP) has not yet been completed, provided they have had continuous and legal residence in the Republic of Cyprus for the past five years and a family income of up to €22,000.

Who Is Eligible for the Child Allowance

Families that meet specific residency, income, and asset criteria are eligible for the Child Allowance.

Specifically, legal and continuous residence for at least five years prior to submitting the application is required in areas where the Republic of Cyprus exercises effective control. Residence in a European Union member state is also taken into account when calculating the period of residence.

At the same time, the annual gross family income for the previous year must not exceed €49,000 for families with one dependent child, €59,000 for two children, €64,000 for three, and €69,000 for four dependent children. For families with five or more dependent children, there is no income cap.

In addition, for all other families, the total value of assets, including real estate, deposits, stocks, bonds, and securities, must not exceed €1,200,000. Assets disposed of during the 24 months prior to the application are also taken into account in the calculation. The asset criterion does not apply to families with five or more dependent children.

What’s Changing in 2027

The bill passed by the Council of Ministers and submitted to the House of Representatives will include 17,000 new families among the recipients of the child allowance starting in 2027, with thethe reform to take effect on January 1, 2027.

Income criteria

One dependent: €49,000 –> €69,000
Two dependents: €59,000 –> €74,000
Three dependents: €64,000 –> €90,000
Four dependents: €69,000 –> €100,000
Five or more dependents: No limit

A family with only one child today, if their income were below 22,000 in the first category, would receive a benefit of 600 euros. Under the new change—if passed by Parliament—they will receive 660. A family with two children would have received 1,438; they will now receive 1,580. A family with three children, which previously received around 4,000 annually, will now receive 4,400. A family with four children, which previously received 8,460, will receive approximately 9,300.

Another significant change is the elimination of the abrupt reduction of the allowance to zero. For example, if someone had an income of 49,000 and was receiving the allowance for one dependent child, and their income increased by 50 euros, they would lose the entire 600-euro allowance for that one child because of those 50 euros. Now, the other change being implemented is that when someone’s income increases and they move up to the next income bracket, instead of the allowance being reduced to zero, it is adjusted to 50% or 25%.

Single-Parent Family Allowance

The Single-Parent Family Allowance is granted in addition to the Child Allowance to address the specific needs of a parent living alone with dependent children, in accordance with the provisions of the Child Allowance Law.

Eligible recipients are single-parent families provided that:

  • The annual gross family income for the previous year must not exceed €49,000.
  • They receive a Child Allowance (it is a prerequisite that they meet the criteria for receiving the child allowance).
  • They have had continuous and lawful residence in areas effectively controlled by the Republic for at least five years prior to the date of submission of the application for payment of this allowance.

The monthly Single-Parent Family Allowance for each dependent child, based on gross family income, is:

  • Gross family income from €0 to €39,000.00: €216.25/month per child.
  • Gross family income from €39,000.01 to €49,000.00: €192.78 per month per child.

The amount of the allowance is adjusted based on the Automatic Cost-of-Living Adjustment (ATA).

The Single-Parent Family Allowance begins to be paid to eligible recipients on the last day of the month in which the criteria defining single-parent status are met, based on the required documentation. Thereafter, the allowance will be paid on a monthly basis until the beneficiary ceases to qualify as a single parent.

Childbirth Allowance

The Childbirth Allowance is paid as a lump sum by the Social Insurance Services to mothers who meet the prescribed insurance requirements. Eligibility may be established through the insurance contributions of either the mother herself or her spouse, provided he is also the child’s father. As of January 5, 2026, the amount is €1,095.21 for the first child, €1,642.81 for the second, €2,190.42 for the third, and €2,738.02 for the fourth and each subsequent child. In the case of a multiple birth, the allowance is paid separately for each child. The application must be submitted within 12 months of the date of birth via the online platform child-birth-grant.service.gov.cy.

The specific requirements are:

  • A live birth, regardless of gestational age, or a stillbirth after at least 28 weeks of gestation.
  • The insurance requirements must be met by the mother herself or by her husband, provided he is also the child’s father. Specifically, actual basic insurance coverage of at least 0.50 insurance units is required, at least 26 weeks must have elapsed since the week in which insurance coverage began, and there must be actual or equivalent insurance coverage of at least 0.39 insurance units during the relevant contribution year.
  • It is not necessary for the mother to be employed or married, provided that the prescribed conditions are met. If the husband’s contributions are used, he must also be the child’s father.
  • The application must be submitted within 12 months of the date of childbirth. No extension of this deadline is permitted.
  • Payment is made to a bank account in euros, which must be in the applicant’s name, even if it is a joint account.

You may be eligible for the Support Program for New Mothers Under 30 if you meet the following criteria:

  • You had your first child on or after September 1, 2025, and you were under 30 years of age on the date of delivery
  • You reside legally and permanently in the areas controlled by the Republic of Cyprus
  • Your application for the Childbirth Allowance or the Special Childbirth Allowance for Unmarried Mothers has been approved by the Social Insurance Services or by the Welfare Benefits Administration Serviceof the Deputy Ministry of Social Welfare, respectively

No application is required for the above benefit.

Maternity and Paternity Benefits

The Maternity Benefit is paid to insured women who have given birth to a child, have adopted a child up to 12 years of age, have had a child through a surrogate mother, or are surrogate mothers themselves, provided they meet the insurance requirements. Specifically, they must have at least 0.50 insurance units of actual basic insurance, and at least 26 weeks must have elapsed since the start of their insurance coverage, as well as at least 0.39 insurance units of actual or equivalent insurance coverage during the relevant contribution year.

The amount is not fixed for all beneficiaries: it is calculated at 72% of the insurable earnings during the relevant contribution year, for both the basic and supplementary portions. For a woman who is the primary breadwinner of her family, the weekly amount of the basic benefit increases to 80% with one dependent, to 90% with two, and to 100% with three dependents. The benefit is paid for 22 consecutive weeks in the case of childbirth, 20 weeks in the case of adoption, and 14 weeks in the case of a surrogate mother. For a woman who has a child through a surrogate mother, the benefit period is 22 weeks. An additional benefit period is provided for multiple pregnancies. The application may be submitted starting at the end of the 25th week of pregnancy and must be filed within 21 days of the date for which the benefit is requested. The deadline may be extended for up to 12 months if a reasonable cause for the delay is demonstrated.

The Paternity Benefit applies to insured men who have become fathers through childbirth, have adopted a child up to 12 years of age—either on their own or together with their spouse—or have had a child through a surrogate mother, provided they meet the following insurance requirements: at least 0.50 insurance units of actual basic insurance, with 26 weeks having elapsed since the start of insurance coverage, and at least 0.39 units of actual or equivalent insurance coverage during the relevant contribution year. The amount is calculated based on the weekly average of the beneficiary’s actual and deemed insurable earnings. It includes a basic and a supplementary allowance, with the basic allowance corresponding to 72% of the weekly value of the insurance unit or its corresponding fraction. No increase is provided for dependents. The allowance is paid for two consecutive weeks, within the specified period from the week of birth or adoption up to two weeks after the end of maternity leave. It is not paid for any period during which the beneficiary receives full pay from her employer; if the beneficiary receives part of their salary, the allowance is reduced so that the total amount does not exceed the full salary. The application must be submitted within 21 days of the date for which the allowance is requested, with the possibility of an extension of up to 12 months if a reasonable cause for the delay is demonstrated.

Support Program for New Mothers Under 30

A special financial benefit totaling €4,800, paid in 24 monthly installments, i.e., €200 per month. This applies to the birth of a first child on or after September 1, 2025, with the mother being under 30 years of age at the time of delivery. Legal and permanent residence in the areas under the control of the Republic of Cyprus is required, as well as approval of the basic Childbirth Allowance (or the equivalent for unmarried mothers). The benefit is granted automatically upon approval of the basic childbirth allowance, provided the age criteria are met.

Tuition and Meal Subsidies for Children Up to Four Years of Age

For the 2026–2027 school year, the program covers up to 80% of the monthly tuition costs for children attending participating daycare centers and preschools. This applies to Child Allowance recipients with a child who had not yet turned four by August 31, 2026, and who is enrolled in a participating facility.

If you are a parent with a child up to 4 years old, you can apply for a subsidy to cover the monthly tuition fees for the daycare center or preschool where your child is enrolled.

You can apply for a subsidy for the 2026–2027 academic year if:

• you are eligible for the child allowance for the year 2026,
• you meet the income criteria of the Tuition and Meal Subsidy Program for Children up to 4 Years of Age,
• the daycare center or preschool where your child is enrolled participates in the Tuition and Meal Subsidy Program for Children Up to 4 Years of Age.

Tuition Subsidy for Children Over Four Years Old

The plan for 2026–2027 applies to children in the age group preceding free, compulsory preschool education who attend participating community or private preschools. The subsidy can cover up to 100% of tuition, with maximum amounts of €130 per month for community preschools and €200 for private preschools, for the morning sessions covered by the program. No income criteria are required.

Additional benefits for large families

As part of family support, there are special provisions for families with many dependent children, as well as support for students from large families. The relevant benefits and eligibility criteria must be reviewed on a program-by-program basis, as this is not a single, uniform benefit.
