The number of animal abuse cases recorded in Cyprus in 2026 is alarming; despite the stricter penalties introduced in 2025, these do not seem to deter the perpetrators.
The most recent incident to come to light occurred in Paphos on October 3, where two 18-year-olds and a 16-year-old allegedly fired 13 shots from a firearm at a kitten that was crossing the street.
The dead animal was found outside his home by its 56-year-old owner, and the case is expected to be filed in court immediately.
Over 200 cases in seven months
The numbers recorded so far in 2026 are causing outrage.
Specifically, according to police data, within seven months of 2026—from January 1 through July 31—208 cases were investigated, involving a total of 218 offenses.
According to the same data, there were 25 serious cases of animal abuse or mistreatment.
These involved the administration of poison to an animal, in violation of Article 4(4) of the Law on the Protection and Welfare of Animals, Law No. 46(I)/1994, and other offenses arising from that Law. These cases have been filed in court.
Penalties
It should be noted that stricter penalties were approved by the Plenary Session of the House of Representatives in April 2025, with the aim of serving as a deterrent.
Specifically, penalties for animal abuse offenses were increased to a fine of up to €20,000 and/or imprisonment for up to 24 months in the case of a first conviction.
In the case of a second or subsequent conviction, the penalties are increased to a fine of up to €30,000 and/or imprisonment for up to 36 months.
