Payment of the disability allowance and the home care subsidy, which have been incorporated into the new Personal Assistance and Home Care Allowance, as announced by the Department of Social Inclusion of Persons with Disabilities.
The Department of Social Inclusion of Persons with Disabilities of the Deputy Ministry of Social Welfare states in its announcement that it continues to keep beneficiaries and the public informed, regarding the phased implementation of the Law on Social Participation, Inclusion, and Independent Living of Persons with Disabilities, Law No. 96(I)/2026, as well as the Decision of the Council of Ministers dated July 2, 2026.

Referring to the transfer of benefits for approximately 3,000 children with disabilities in October from the Welfare Benefits Administration Service to the Department of Social Integration of Persons with Disabilities, he notes that all benefits received by children with disabilities from the Welfare Benefits Management Service have been incorporated into the new Personal Assistance and Residential Care Benefit Home Care Allowance and will be transferred, starting in October, to the Department of Social Inclusion of Persons with Disabilities.
He adds that the transfer and payment of the benefits are being implemented through automated changes to the information systems of the two agencies, without requiring an application or any action on the part of the beneficiaries, and the funds will be deposited into the beneficiaries’ accounts on October 27, 2026.
Regarding the transfer of benefits for approximately 8,600 adults with disabilities in November from the Welfare Benefits Management Service to the Department of Social Inclusion of Persons with Disabilities, the Department reports that the disability allowance and the home care subsidy, which adults with disabilities receive from the Welfare Benefits Management Service, have been incorporated into the new Personal Assistance and Home Care Allowance and will be transferred, starting in November, to the Department of Social Inclusion of Persons with Disabilities.
“The transfer and payment of the benefits are being implemented through automated changes to the information systems of the two agencies, without requiring an application or any action on the part of the beneficiaries. The amounts will be credited to the beneficiaries’ accounts on November 26, 2026,” he adds.
Regarding the lump-sum payment corresponding to the retroactive increases in the above allowances effective January 1, 2026, the Department states that the 10% monthly increases to the above benefits have already been implemented by the Welfare Benefits Administration Service.
It notes that an additional lump-sum amount corresponding to a retroactive increase effective January 1,2026 will be deposited into beneficiaries’ accounts by the Welfare Benefits Administration, in stages during the months of October, November, and December.
