Cyprus is taking a significant step toward addressing pollution from cigarette butts and tobacco product filters with the official licensing of the first Collective Management System for tobacco product filters and cigarette butts.
On May 4, 2026, CPC Rethink Filters Ltd received a six-year license from the Ministry of Agriculture, Rural Development, and Environment, pursuant to Regulations K.D.P. 53/2024. This means that, for the first time in Cyprus, there is an official body that systematically manages cigarette butts at the national level.
The problem we all see but few understand
Cigarette butts and tobacco product filters are among the most common types of litter on streets and beaches, but also among the most toxic.
According to data taken into account under the new system:
- many smokers don’t even consider them “waste”
- they end up everywhere in the environment unchecked
- they seriously impact cities, beaches, and oceans
And most concerning: their filters contain plastic that does not break down easily.
What’s changing now in Cyprus
The new system is set to change the paradigm: from uncontrolled disposal to organized collection and producer responsibility.
The goal is:
- fewer cigarette butts/filters in the environment
- compliance with European targets
- a change in mindset and behavior among smokers
Next steps
Rethink Filters is already planning:
- special infrastructure in public spaces
- a major two-year information and awareness campaign
- other initiatives to change smokers’ mindset
Cyprus is entering a new era of cigarette butt and filter management, with the goal of a cleaner environment and less environmental pollution. When this is achieved, it will change the way we view the “litter” that causes the most damage.
