An attempt was made in 2023 to overhaul the entire system and make promotions in the civil service more objective, but for yet another year we are mere spectators to the same old story. Once again, everyone is … “excellent.”
In 2023, the average score on civil servant evaluations was 8.7 out of 10.
In 2024, it was 9.01 out of 10
And in 2025, with everything going almost like a dream, civil servants were rated 9.12 out of 10.
“Gradually, steadily, over time, we’re seeing the same phenomenon reemerge where everyone was rated as absolutely exceptional. All this effort was made to overcome that problem; here, I believe that the responsibility of supervisors, general directors, and directors is enormous.” George Papageorgiou, Chairman of the Public Service Commission
The agencies that scored a 10 or are just a hair’s breadth away from it include, among others, the Famagusta District Administration, the Ministry of Health, the Nicosia District Administration, and the Ministry of Energy.
At the same time, however, the EDY notes that the implementation of the reform has enabled candidates to secure promotions based on their performance and abilities, regardless of seniority.
“I consider it a success that talented individuals who demonstrated their superiority over others were promoted. 70% of the positions were filled by individuals who, had we been following the promotion procedures under the previous framework, I believe would not have been promoted,” said George Papageorgiou, Chairman of the Public Service Commission.
Only 12% of the positions were filled by individuals from outside the Department.
Starting November 1, the Public Service Commission will be incorporated under gov.cy.
