Europe is leading the way in changes to driver’s licenses, and the new framework is already in the works. Cyprus is preparing to follow suit, with the Department of Road Transport already paving the way.
Of particular importance is the new approach for drivers over the age of 70, for whom significant changes are planned.
“Currently, drivers over the age of 70 must renew their driver’s license every three years with a medical certificate. The new EU directive places greater emphasis on actual health status and driving abilities rather than on age alone.”

At the same time, the new procedure emphasizes a more individualized assessment. Restrictions on or revocation of a driver’s license will be determined on a case-by-case basis, while the driving ability of older adults will now be assessed through examinations.
Younger drivers, however, also play a special role in these reforms
“The regulation provides for driving starting at age 17 with a supervising driver and a minimum two-year training period for those seeking a license. The Road Transport Department has already studied these two provisions but has not yet decided on the model to be implemented in Cyprus.”

Department However, the changes are not limited to age groups. The new framework also concerns the driver’s license itself, which will now be available in digital form
.“The goal of digitization is to make the driver’s license more easily accessible to the driver at any time. The plastic card, however, will not be phased out. Both the printed and digital formats will coexist and be recognized equally throughout the EU.”

The countdown to the implementation of the regulation has already begun. By November 2028, member states must complete the necessary legislative adjustments, which will take effect in November 2029. An exception is driving with an accompanying driver, which must be implemented starting in 2028.
