The Ministry of Education and Religious Affairs presents its new proposal for a teacher appointment system: “Dialogue should not serve as an excuse for stagnation.”

The Ministry of Education is presenting its updated proposal for the new teacher appointment system.

As Education Minister Athina Michailidou states in a written statement, educational organizations have been invited to a new meeting on October 6, where the updated proposal will be presented and distributed.

Ms. Michaelidou emphasizes that the teacher appointment system is a fundamental reform directly linked to the quality of public schools. “This is not an administrative or union issue, but rather concerns who enters the classrooms and, consequently, the future of our children. Especially today, on Teachers’ Day, as we recognize the work and vital role of teachers in improving our educational system, this issue takes on particular significance.”

He adds that the government, having made education one of its top priorities, “has consciously chosen the path of dialogue to improve the current legislation. We have listened to the teachers’ organizations, evaluated their positions and concerns, taken important aspects into account, and addressed many of their requests. We continue to work on a proposal that is merit-based, sustainable over the long term, and serves the public interest.”

At the same time, the Minister is sending a stern message to teachers.

“I want, however, to be absolutely clear. Dialogue cannot serve as an excuse for stagnation or backtracking. The list of appointees has already been deemed outdated since 2015! And I believe that the possibility of mobilizing or taking action—which is, of course, an inalienable right of the unions— cannot precede the evaluation of a revised proposal that has not yet been put up for discussion.”

As he adds, if, in light of the above, issues of disagreement remain, “the Ministry of Education is open to discussion regarding a lawful resolution of the matter, which will free public education from anachronisms and setbacks.”

It should be noted that, following the presentation of the updated proposal based on the Legal Service’s recommendations, “is once again requesting, in writing, the positions of the teachers’ organizations; it is ready for discussion, as well as for any final adjustments if necessary.”

Ms. Michailidou emphasizes at the same time that the Ministry of Education’s position is clear: “Public schools need an appointment system that recognizes experience, provides meaningful opportunities for the next generation of teachers, is
based on meritocracy, and ensures that public schools can select and make the most of the best teachers. The appointment system is changing in a very meaningful direction: to add value to public schools and our country.”

The final proposal, as it is finalized, will be sent in the coming days to the Legal Service for legal review, and will then be submitted to the Cabinet and the House of Representatives for debate, in accordance with
democratic, legally established procedures.

“Our education system needs radical changes and reforms, not ‘quick fixes’ and the perpetuation of distortions that everyone acknowledges exist and create serious problems. With respect for educators, with a sense of responsibility toward children and their families, but also with determination to bring about the changes our education system needs, we will
continue the dialogue and take on the responsibility to move forward.”
