Effective today, July 1, 2026, changes regarding driving with a learner’s permit take effect for all categories of motorcycles.

Specifically, riding on a road or in a public space will be permitted only in the following cases:
- for training purposes, under the supervision of a licensed driving instructor who is riding in another vehicle of the same category,
- during a test to obtain a driver’s license,
- as part of an authorized driving assignment in a training vehicle of the Police, the Fire Department, or the National Guard.
In all of the above cases, drivers must wear the required protective equipment.
These changes are implemented in accordance with the Driving License Law No. 94(I)/2001, and the required protective equipment is specified in Article 16 of the Law.

In addition, as of July 1, 2026, the learner’s permit for all vehicles will be valid for a period of two years.
The Department of Road Transport urges holders of learner’s permits who wish to obtain a regular driver’s license to schedule their exam in a timely manner.
