Radical Changes to Lifesaving Operations Starting in 2027: A New Staffing and Certification Model

Surveillance hours are being increased, staffing is changing, and a new certification process is being established

The tragically high number of drowning incidents during this summer season has highlighted the serious shortcomings and weaknesses in the staffing of beaches with lifeguards.
 
For this reason, the Ministry of the Interior is implementing radical changes to the staffing model for the 114 lifeguard towers and to the lifeguard certification system, effective in 2027.

Among the most significant changes to be implemented are the staffing of most lifeguard towers and the extension of lifeguards’ working hours until 7 p.m. during the months of June, July, and August, instead of until 6 p.m. as is currently the case. The elimination of three- and four-month contracts is also being considered, as many positions remain vacant, along with an increase in positions with longer contract durations.
 
A key aspect of these decisions is the replacement of the Cyprus Lifesaving Federation’s certificates with the AnAD Professional Qualifications Standard. This change paves the way for training through private providers and sailing clubs, while reducing the cost of obtaining the necessary certification.

Among the changes is the requirement for each local authority to prepare an annual lifeguarding plan.
 
The risk level of each beach will be assessed, and based on that, decisions will be made regarding how many lifeguards are needed, how many lifeguard towers are required, and what hours they will operate. Where possible, fewer lifeguards will be assigned to a single tower in order to cover more beaches. The plans will be submitted by November 30 of each year and will take effect in 2027.
