The government is attempting to turn a new page in social policy with the most significant reform for people with disabilities. The Deputy Minister of Social Welfare, Klea Papaellina, today presented the roadmap for implementing the reform on Social Participation, Inclusion, and Independent Living for People with Disabilities.
“This new legislation is not merely another legislative initiative. It is a new social contract that places even greater emphasis on the individual, their dignity, their quality of life, and the protection of their rights.”
With this reform, all monthly disability benefits are increased, and the number of beneficiaries is gradually expanded by 5,000 people by 2028, while new provisions are introduced that effectively strengthen autonomy and socialinclusion.

“Our goal is to implement the changes regarding increases to existing benefits as automatically as possible, through our information systems and technology, so that current benefit recipients will not be required to fill out applications or take any action.”
Starting in September 2026, the Day Center participation allowance will be provided without income or asset requirements and will increase from 150 to 300 euros per month. At the same time, the new allowance for assistive supplies will also take effect, which is likewise decoupled from any criteria for individuals under 65 who submit an application.
