Cyprus needs a housing system, not just another plan

Infrastructure, Management, and the Role of Technology

At PropTech Connect, the largest real estate technology conference recently held in London, the discussion on affordable and social housing revealed that Cyprus’s housing problem is not solely due to a lack of land or financing. It is the result of construction and borrowing costs, slow permitting processes, limited implementation capacity, underutilization of buildings, and the absence of a permanent public housing system.

Creating a Public Housing Stock

In our country, public discourse is usually limited to the number of new homes the government will subsidize. New construction is necessary, but not every solution requires a new plot of land and years of permitting. Vacant homes, unfinished buildings, and underutilized public buildings can, through renovation and energy upgrades, provide housing more quickly, reducing operating costs and revitalizing areas with existing infrastructure. The key question is, “What remains after the government pays its share?” When a subsidized home is sold, a household benefits, but no permanent public housing stock is created. The shortage returns. The government must build or acquire housing that remains in public ownership, with affordable rents, and reinvest the revenue in maintenance and new housing.

Fair Access – Long-Term Planning

Access to public housing must be tied to a genuine and ongoing need. Each household’s income and circumstances must be reviewed periodically. When the need ceases, the housing—after a reasonable transition period—must be made available to another eligible recipient. Strong safeguards are required for the elderly, people with disabilities, and other vulnerable tenants.

The government, unlike a private investor, can plan with a decades-long horizon and accept a lower short-term return. In this way, it reduces housing insecurity while maintaining rental income and preserving public assets. This does not justify poor execution. Without faster permitting, developable public land, standardized bidding and contracting procedures, capable implementation teams, and clear accountability, even adequate funding is not enough.

Infrastructure, Management, and the Role of Technology

Handing over a home is just the beginning. Materials, energy efficiency, cooling, and maintenance determine whether a home will remain truly affordable. Design is also critical: storage and common areas, accessibility, protection from overheating, transportation, and proximity to schools and services affect daily life just as much as square footage.

The construction and management of housing require different skill sets. Public agencies may have land and funding, but they may lack the experience to deliver projects and manage the housing stock over the long term. Expertise must be developed internally or secured through partnerships with clear responsibilities and measurable outcomes. Technology can serve as a management tool, with a reliable registry that tracks the condition of each property, energy consumption, maintenance, rents, and compliance with concession terms. Yet another spreadsheet, without clear accountability and action, will not change anything.

Accountability and a Sustainable Future

The basic principle must be simple: every public subsidy must measurably increase the supply of housing that remains affordable in the long term. The authorities must disclose available state-owned land, unused buildings, and unallocated urban planning contributions; establish a development plan; and be held accountable based on specific deadlines.

Cyprus does not need yet another piecemeal housing plan. It needs a permanent system that will make use of what already exists, build where necessary, preserve public property, and manage it professionally for future generations.
