Pension Reform: Why It Hasn’t Been Submitted to the Cabinet Yet and What the New Timeline Is

The Minister of Labor explains to Alpha how the effort is continuing, with the Provident Funds to be established by 2027

Despite the minister’s intentions, the pension reform bill will not be presented to the Cabinet tomorrow, Wednesday, as Alpha has learned that it is awaiting a legal review.

“Within the next few days, the draft bill will be submitted to the Cabinet and immediately to the House of Representatives. We expect that the debate in the House will begin in mid-October, logically. In the meantime, it has been agreed with the social partners that meetings of the Labor Advisory Council will continue twice a week, on Mondays and Thursdays.”

On September 17, according to Alpha, the Minister was asked by the social partners whether the bill had been submitted to the Legal Service, to which Marinos Mousiouttas replied in the affirmative.

At the same time, The path to reform is considered difficult, especially if it proceeds before Parliament without clarifying the points on which the social partners express strong disagreements.

“I believe that at the session on October 8—that is, this coming Thursday—the social partners will submit their proposals, and there is flexibility to include, in the event a meeting is convened on a specific issue for which no meeting has yet been scheduled, be incorporated into the bill that will have been submitted to Parliament.”

According to the Minister, the bill on the Provident Funds will also be brought before Parliament next year.

“As for the Provident Funds—that is, Pillar 2—what is expected is an effort to reach a framework agreement with the social partners, which will eventually and soon be translated into legislationand make its way to Parliament—all within the next year, as some time is needed for drafting.”
