U.S. Reference to the “November 17” Attacks in Greece at the UN

The U.S. Permanent Representative to the UN, Mike Waltz, during the Security Council meeting marking the 25th anniversary of the September 11 terrorist attacks, placing them on a list of terrorist acts that have left an indelible mark on the national memory of countries around the world.

“For most of you, September 11 is, unfortunately, not the only terrorist attack in your national memory,” said the U.S. Permanent Representative. Among other incidents, he mentioned the Bataclan attack in France, the July 7 attacks in the United Kingdom, Beslan in Russia, the massacre at a school in Peshawar, Pakistan, the attack in Mogadishu, Somalia, and “the November 17 attacks in Greece.”

“Each one: death, destruction, and so many innocent lives lost,” he noted, adding that “a common threat unites even the bitterest enemies.”

Mr. Walsh argued that this may explain why, in a Council that often disagrees on many issues, “condemning terrorism remains one of the few things we all do together and unanimously.”

He recalled that 2,977 innocent people were killed, including citizens from more than 90 countries.

“Twenty-five years ago, it was the World Trade Center. It was an attack on the world,” he said, while also referring to the rescuers who “did not run away. They ran toward the flames.”

Mr. Walsh also recalled that on September 11, 2001, the Security Council unanimously adopted Resolution 1368, while 17 days later, Resolution 1373 provided for measures to suppress the financing of terrorism, the freezing of assets, and the denial of safe haven to terrorists.

He warned that “the work is not done,” noting that terrorists are adapting and making use of drones, artificial intelligence, encrypted communications, and digital financial instruments.

“Let’s call terrorism what it is. Let’s cut off its funding. Let’s deprive it of safe havens. Let’s implement this Council’s resolutions. We will never forget,” he concluded.
