The European Union has abolished the customs duty exemption for imports of goods valued at up to 150 euros from third countries

The European Union is abolishing the “de minimis” exemption, which until now allowed for the duty-free import of goods valued at up to 150 euros from third countries. In place of the exemption, a temporary flat-rate duty of 3 euros is now being introduced for products shipped directly to consumers. For example, if someone orders five identical T-shirts or five identical cell phone cases, all declared under the same customs code, the shipment will be subject to a 3-euro fee. However, if the same package contains different categories of products—for example, a pair of shoes and an electronic accessory—the fee will be calculated separately for each customs category.

However, senior European officials clarify that the consumer is not legally obligated to pay the duty. Those liable are the platforms, the sellers, or the companies carrying out the import. If the additional cost is ultimately passed on to product prices, that will be a business decision made by the companies themselves.

The European Commission argues that the 150-euro exemption was designed for a completely different era, when online shopping from third countries was limited.

Over 90% of parcels come from China

Today, however, the picture has changed radically. According to the Commission’s data, in 2025 alone, nearly 5.9 billion low-value items entered the EU, which amounts to more than 16 million parcels per day. Although they account for 97% of all customs shipments, their value does not exceed 2% of total imports. According to the Commission, up to 65% of parcels are declared with an undervalued or incorrect value, while more than 90% originate from China.

Brussels insists that the measure is not aimed at any specific country, but is intended to restore a level playing field, to better protect consumers, and to more effectively address dangerous or uncertified products entering the European market via millions of small parcels.

Further EU Measures

The repeal of the exemption is just the beginning. Starting in November, a handling fee is expected to be added for small shipments, while in 2028 the EU Customs Data Hub will become operational, the new digital platform that will allow customs authorities to calculate standard duties based on the value, origin, and type of each product.

At the same time, the European Commission is already monitoring potential attempts to circumvent the new rules, such as the establishment of large warehouses within the EU by Chinese e-commerce companies.
