All Eyes on Erdogan: The Dinner That Could Determine the Next Steps in the Cyprus Issue

At the NATO Summit, the heart of the Cyprus issue is “beating,” with Nicosia listening in

While the heart of the Cyprus issue beats at the NATO summit, Turkish media insist that… something is coming, noting a shift in Ankara’s stance.

The picture is expected to become clearer during tomorrow’s dinner meeting between Recep Tayyip Erdoğan, Ursula von der Leyen, and António Costa. And Nicosia is waiting by the phone.

The President of the Republic is in direct contact with the President of the European Commission, with whom he communicated via messages yesterday, and they are set to speak again this evening.

“Everything depends on the behavior, the stance, and what the Turkish President, the President of the European Commission, and the President of the European Council have to say—and we are operating within the same framework—so let’s wait until tomorrow, and we’ll keep you informed,”.

The positions to be conveyed to Erdogan are clear: linking EU-Turkey relations to Turkish concessions regarding security and guarantees on the Cyprus issue. Europe’s leading role is also highlighted in the UN Secretary-General’s report, a fact considered particularly important by Nicosia.

However, the messages coming from Recep Tayyip Erdoğan regarding the Cyprus issue remain contradictory. Although the two-state solution is not being raised as frequently as in the past, no one can speak with certainty about a shift in Ankara’s position.

As a first step, the European institutions will try to persuade the Turkish President not to make an illegal visit to the occupied territories on July 20—the anniversary of the invasion—as a sign of… compromise.

The United Nations is also waiting in the wings, with Maria Olgin having marked July 13, to travel to Brussels and be briefed in person on what Erdogan said.

It is considered discouraging, however, that the Turkish President did not request a one-on-one meeting with Kyriakos Mitsotakis, which would have lent even greater weight to the discussions on the Cyprus issue.

At the same time, reports indicate that the Greek Cypriot side is not focusing on Antonio Guterres’ latest report and its contents, but rather on the bigger picture—which makes it clear that after 52 years, the Cyprus problem must be resolved. The UN Secretary-General calls on Christodoulides and Erhurman to take advantage of the window of opportunity that is opening, once again maintaining a neutral stance.

António Guterres says he is particularly concerned about two things.

First, the lack of progress regarding the Confidence-Building Measures agreed upon in March and July 2025, as well as the failure to reach an agreement on opening additional crossing points. And second, regarding the escalation of tensions in the Demilitarized Zone, which, as he emphasizes, poses significant risks.

Particularly striking is his report that last February, three Greek Cypriot hunters engaged in intimidating behavior and fired shots at peacekeepers, endangering their safety.
