Turkey provokes with NAVTEX regarding illegal surveys in the occupied territories; diplomatic sources react

Diplomatic sources describe the issuance of the Turkish NAVTEX for conducting surveys in connection with the "Greek island of Chios" diplomatic sources have characterized the issuance of the Turkish NAVTEX regarding surveys related to the planned undersea natural gas pipeline between Turkey and the occupied territories.

As they point out, through the irregular Turkish NAVTEX 953/26, Turkey announced illegal surveys in areas of Cypriot territorial waters and the continental shelf, as part of the planned natural gas pipeline between Turkey and the illegal separatist entity.

The same sources emphasize that, according to international law and the United Nations Convention on the Law of the Sea (UNCLOS), unilateral actions to develop energy infrastructure without the consent of the Republic of Cyprus lack a legal basis.

At the same time, they emphasize that such actions violate the sovereignty and sovereign rights of the Republic of Cyprus.

According to diplomatic sources, these specific moves are part of an ongoing effort to consolidate the facts on the ground resulting from the occupation and contravene the rules of international law.

Finally, they point out that at a particularly critical juncture for the wider region, such actions exacerbate tensions, undermine confidence-building, and work against regional stability.

The Turkish NAVTEX

Yesterday, September 30, Turkey issued NAVTEX 0953/26 via the Antalya NAVTEX station, reserving a maritime area for operations by the research vessel Oruç Reis from October 1 to 25. It will be accompanied by the support/research vessels Denar Pathfinder, Denar Echo, and Kirici.

The coordinates follow the marine route of the planned Anamur-Teknecik pipeline, which is intended to connect Anamur with the Teknecik power plant, east of occupied Kyrenia.

The pipeline has a total length of approximately 101 kilometers, of which about 97 are underwater.

The previous NAVTEX 0731/26 regarding the Oruç Reis covered a limited area south of Anamur. The new NAVTEX 0953/26 extends the restricted area further west and south, very close to the coast of the occupied part of Cyprus.

Cyprus has already issued a counter-NAVTEX, in which it characterizes the Turkish announcement NW0953/26 as illegal, constituting a violation of the sovereignty of the Republic of Cyprus and an infringement of its rights and jurisdiction over its Exclusive Economic Zone / continental shelf, in accordance with the United Nations Convention on the Law of the Sea, the relevant provisions of which reflect customary international law. It is also noted that the only authorized station within the Republic of Cyprus’s area of responsibility is the JRCC in Larnaca.

On July 22, Turkey had once again issued a NAVTEX regarding surveys by the Oruc Reis in preparation for the construction of a natural gas pipeline to the occupied areas of Cyprus. The NAVTEX concerned seismic surveys for the planned pipeline, approximately 101 kilometers long, which will connect Turkey to the occupied areas.

The Republic of Cyprus, in a letter to the UN on August 7, had denounced the “Memorandum of Cooperation between Turkey and the ‘TRNC,’” emphasizing that it violates its sovereign rights and constitutes a further attempt to consolidate the facts on the ground resulting from the occupation and to integrate the occupied areas into Turkey.
