The EU High Representative, Kaya Kallas, and the Turkish Minister of Foreign Affairs, Hakan Fidan, according to the Commission’s spokesperson on foreign affairs, Christian Wigand.
“Indeed, the meeting between High Representative/Vice President Kallas and Turkish Foreign Minister Hakan Fidan is taking place right now. The talks are expected to cover various issues: Russia’s escalation in the Black Sea, hybrid threats in the Black Sea—which we have discussed at length in this press room—and the situation in the Middle East. The Cyprus issue will also be addressed, as well as, indeed, the Libya-Turkey maritime agreement or memorandum of understanding,” he added. In this regard, he noted that yesterday “a very clear statement was issued by President von der Leyen and President Costa. So you already have some of the issues that may be raised at the meeting.”
Regarding the ratification of the memorandum, the spokesperson said that “our position is very clear. Actions or agreements that are not in accordance with international law cannot produce legal effects for third countries or for our member states. Furthermore, we are assessing the implications of this development, naturally in close coordination with the member states.”
As he noted, “Our priority remains dialogue, de-escalation, and the preservation of regional stability, and, of course, the EU is ready to defend the interests of the EU and its member states. As you mentioned, both President von der Leyen and President Costa posted yesterday on exactly this same issue, expressing their regret over the Libyan Parliament’s ratification of the so-called Libya-Turkey Memorandum of Understanding on the delimitation of maritime zones of jurisdiction in the Mediterranean.”
