The Larnaca 2030 – European Capital of Culture Organization announces that it has submitted an application for a zoning permit for the Arts and Culture Center, one of the most significant infrastructure projects related to Larnaca’s preparations for 2030.
The submission of the application marks a decisive step toward the realization of a project intended to serve as the central venue for the European Capital of Culture’s artistic program and, at the same time, a significant cultural infrastructure with a long-term legacy for Larnaca and Cyprus.
The Arts and Culture Center is designed as a modern, multifunctional space for culture and creativity, capable of hosting a wide range of artistic activities, productions, and events. It will serve as the core of the Larnaca 2030 program, a meeting place for Cypriot, European, and international artists and audiences. At the same time, as a permanent cultural infrastructure that will continue to operate beyond 2030, it aims to substantially strengthen the position of Larnaca and Cyprus on the European cultural map.
With the goal of ensuring the highest possible quality and realizing the Organization’s vision for a landmark project, the design of the Arts and Culture Center was commissioned to the world-renowned architectural firm Foster + Partners in collaboration with the local architectural firm UDS Architects. The design commission was awarded by the Petrolina Group, which has also covered the associated costs to date.
With a total area of approximately 8,000 square meters, the complex consists of three main sections:
_the Arts Center, featuring a theater with a seating capacity of 800
_the Creation Center, with exhibition spaces and areas for artistic creation;
_the Museum of Human Memory, a space dedicated to the memory, stories, and multicultural journey of the people of Larnaca and all of Cyprus.
Given the strict timelines involved in preparing for a European Capital of Culture, the immediate and priority review of the application by all relevant government agencies is absolutely essential. The timely issuance of the urban planning permit is a critical prerequisite for the subsequent stages of permitting, tendering, and construction can proceed without delay, and to ensure the project’s timely completion by 2030. Any delays in the project’s implementation could jeopardize Larnaca’s institutional obligations as the European Capital of Culture.
The Larnaca 2030 Organization calls on all relevant government agencies and competent authorities to treat the review of the application with the highest possible priority and speed, making full use of every opportunity to coordinate and expedite the required procedures.
“In a project with a specific and inflexible timeline, any delay at this stage carries over to subsequent stages and can put pressure on the overall implementation schedule,” said the Organization’s General Director, Andreas Karakatsanis.
Larnaca’s designation as the European Capital of Culture 2030 represents a significant European opportunity for all of Cyprus. The timely completion of the necessary infrastructure is essential so that Larnaca and Cyprus can live up to the responsibilities and expectations that come with this European designation.
Larnaca 2030 therefore looks forward to the immediate mobilization and close coordination of all relevant government agencies, so that the process of reviewing and issuing the urban planning permit can be completed as soon as possible and the project can proceed without delay to its next phase of implementation.
