FIFA has stripped Fenerbahçe of its right to make transfers for the next three transfer windows.
As announced, FIFA imposed a three-window transfer ban because, although it was obligated to do so, the club failed to pay a sum that was part of the transfer fee for El-Nesiri, even after the 45-day period had elapsed from the deadline specified in the agreement.

As noted, this penalty will be lifted early only if the Turkish club pays both the outstanding amount and the fine imposed on it. This process must be carried out officially, that is, by making a payment to a bank account linked to the company—the club—to which the funds are owed.
Proof of payment from the bank must then be sent to FIFA in order for the ban to be lifted.
The Turkish club’s response was immediate. In a statement, it noted that the payment will be made on the first business day, along with the necessary procedures to have the penalty lifted.
