An honorary promotion in recognition of the sacrifice made by their families is not provided for the children of missing persons, those killed in the line of duty, and those who suffered while serving in the ranks of the Police, the Minister of Justice replied in Parliament following a question from Nicosia MP Christos Christofides.
Minister of Justice and Public Order Costas Fytiris clarifies that neither the Police Law nor the relevant Regulations provide for special or honorary promotions for the children of missing persons, those killed in the line of duty, or victims of police violence.

The Ministry’s response brings back into the spotlight the long-standing legal and constitutional issue of special treatment for victims in the public sector. As noted, previous efforts by the State to enact favorable regulations regarding the hiring or promotion of victims and children of those trapped were ruled unconstitutional by the Supreme Court, as they conflicted with the principle of equality enshrined in Article 28 of the Constitution.
The laws of 1997 and 1998, which provided for 10% of vacant positions in the broader public sector to be filled by qualified victims and children of those trapped, were ruled unconstitutional in 2002. The same occurred in 2006 with more recent legislation, which provided for giving preference to these individuals when they were deemed roughly equivalent to other candidates.
It should be noted that the current Police Regulations allow, on an exceptional basis, the appointment to the Police of a candidate whose spouse, father, or mother was a member of the Force and lost their life in the line of duty or is missing as a result of the Turkish invasion. This provision, however, does not extend to the issue of promotions.
