The European Commission announced on Monday that ChatGPT, Reddit, and Roblox will be required to comply with additional obligations under the Digital Services Act (DSA), following the designation of ChatGPT as a very large online search engine (VLOSE) and of Reddit and Roblox as very large online platforms (VLOPs). The three services reported that they reach at least 45 million average monthly users in the EU, exceeding the threshold required for this classification.
The companies have four months from the notification of the decisions—that is, until the end of November 2026—to comply with these obligations. These obligations include assessing and mitigating the systemic risks arising from their services and algorithmic systems, particularly with regard to the dissemination of illegal content, negative impacts on minors, the physical and mental well-being of users, fundamental rights, electoral processes, and public safety.

Under the new provisions, the Commission gains expanded investigative powers to assess the operations behind these services and any related systems. Enforcement of the DSA will be carried out by the Commission in cooperation with Coimisiún na Meán, the Irish Digital Services Coordinator, for ChatGPT and Reddit, and with the Dutch Authority for Consumers and Markets (ACM) for Roblox—as these two services are established in Ireland and the Netherlands, respectively.
It should be noted that the supervision and enforcement of the DSA are shared between the European Commission and the national digital services coordinators, who are responsible for implementing and supervising the regulation in the member states.
As the Commission notes, ChatGPT is an artificial intelligence system that interacts with users and answers their questions, including through internet searches, which makes it a hybrid service that meets the criteria to be classified as a search engine under the DSA. Reddit is described as a discussion platform that allows users to create, share, and interact with content within thematic communities, while Roblox is characterized as an immersive gaming and content creation platform where users can create, publish, and play games developed by other users. Since both services allow third-party content to be distributed to the public, they meet the criteria for classification as online platforms.
Roblox, Reddit, and ChatGPT were already subject to the general obligations applicable to online platforms and search engines, respectively, under the DSA. However, with these new designations, the total number of very large online platforms and search engines designated by the Commission under the DSA now stands at 28.
