Support for the Bi-zonal, Bi-communal Federation (BICF) in the Greek Cypriot community, surpassing—for the first time in history—the level of support for a unitary state, according to new findings from a survey conducted in July 2026 among the Greek Cypriot community by the University Center for Field Research (PAKEPE) at the University of Cyprus.

The data from the bicommunal surveys and the July 2026 survey were presented by Professors Haris Psaltis and Neophytos Loizides as part of the —a public discussion titled “Voters’ Views on the Cyprus Solution: Substance, Process, and Confidence-Building Measures,” which was attended by citizens and speakers from both communities in Cyprus, as well as representatives of the diplomatic corps.

The event was organized on October 28 by PAKEPE, in collaboration with “Peace Decision” and the Cyprus Peace and Dialogue Center (CPDC).

The presentation covered preferences regarding the content of a potential agreement, views on the resumption of negotiations, confidence-building measures, and intercommunal relations.

According to the data, support for the Bi-zonal, Bi-communal Federation (BZBF) in the Greek Cypriot community reached 75.3%, surpassing, for the first time in history, the acceptance rate of the unitary state model; meanwhile, through bicommunal conjoint surveys using a representative sample from both communities, the research models identified 118 different packages of arrangements under the Guterres framework, each of which garners majority support of at least 55% in both communities.

As part of the presentation, an interactive online tool was made available to the public, which allows users to design alternative solution packages and calculate, in real time, the estimated acceptance rates per community.

The presentation was followed by a discussion moderated by Professor Panagiotis Stavrinidis, with the participation of Amalia Avraam, Meltem Onurkan Samani, Alexandros Lordos, Themos Dimitriou, Cianogan Ozkhan, and Errol Kaimak.

Particular emphasis was placed on the establishment of the new bicommunal committee for Consultative Assemblies, which will allow randomly selected citizens from both communities to consult and submit proposals to the two leaders, an innovation described as particularly promising for the future of the process.
