The teachers’ organizations POED, OELMEK, and OLTEK, arguing that the necessary institutional, organizational, and operational conditions have not been met.
In a letter to the Minister of Education, Sports, and Youth, Athina Michailidou, they call for the initiation of a substantive institutional dialogue to resolve outstanding issues.
The three organizations clarify that they do not disagree with the philosophy and pedagogical goals of formative assessment, recognizing its positive contribution to teachers’ professional development and to the improvement of teaching and learning. However, they emphasize that it must be a supportive and non-bureaucratic tool, clearly distinct from numerical evaluation, which is linked to career advancement.
They also point out that the Regulations stipulate that formative assessment be conducted every two years rather than annually, and that its timing in relation to numerical evaluation must be taken into account. Consequently, they note that it cannot be applied indiscriminately to all teachers during the same school year.
In the letter, dated November 5, the organizations state that the statutory positions of “Inspectors-Advisors” and “Senior Educators,” who play a decisive role in supporting and implementing the process, have not yet been filled. At the same time, they emphasize the need to clarify procedures and responsibilities, provide substantive support to teachers, and avoid additional bureaucratic burdens.
POED, OELMEK, and OLTEK call, on the basis of the relevant Regulations, the initiation of an institutional dialogue to reach an agreement on outstanding issues and to ensure the conditions for the proper implementation of the evaluation.
Finally, they warn that if the Ministry insists on implementing the evaluation without first ensuring the necessary conditions, they will take whatever actions they deem necessary to defend their positions, the rights of teachers, and the smooth operation of public schools.
