The representative of the pseudo-state, Murat Soy, argues that an agreement on the Cyprus issue can be reached only through cooperation between “two states,” with sovereign equality and equal international status, is put forward by the representative of the pseudo-state, Murat Soysal, in a letter forwarded to the UN by Turkey’s Permanent Representative, Ahmet Yildiz.

The letter responds to the statement made by the Permanent Representative of the Republic of Cyprus, Ambassador Maria Michael, to the Security Council on September 16, 2026, on the topic of “Compliance with international law in situations of armed conflict.”

The letter asserts that “there is no single authority on the island of Cyprus capable of representing both the Turkish Cypriot people and the Greek Cypriot people or the island as a whole,” arguing that there are “two separate peoples and two separate states.”

Regarding 1974, it presents the Turkish military action as an intervention based on the 1960 Treaty of Guarantee, while asserting that Turkey “was obliged to intervene in accordance with its rights and obligations.” No Security Council resolution characterizes the Turkish action as an “invasion” or its subsequent presence as an “occupation,” it continues.

Regarding the displacement, it asserts that the issue was “comprehensively resolved” through the Third Vienna Agreement in 1975.

The letter raises allegations of a lack of accountability for rights violations against Turkish Cypriots and states that the issue of missing persons has concerned Turkish Cypriots since 1963.

In conclusion, it argues that “a new approach has become inevitable” and that a sustainable agreement requires cooperation between “two states.”
