Rafael Grossi followed with nine votes of support, four against, and two “no opinion,” while Lana Nuseibeh, in her first participation in the process, received seven in favor, six against, and two “no opinion.”
The vote took place during closed-door consultations scheduled under the Greek presidency of the Security Council.
Other candidates for the position of Secretary-General include Carolyn Rodrigues Birket, Lana Nuseibeh, Olara Otunnu, and María Fernanda Espinosa.
Nuseibeh’s participation follows the official submission of her candidacy by the United Arab Emirates on October 21. Former Senegalese President Macky Sall has withdrawn from the race.
The Council plans to submit its recommendation to the General Assembly in a timely manner so that the appointment will allow the new Secretary-General “sufficient time to prepare for his duties.”
The Secretary-General is appointed by the General Assembly upon the recommendation of the Security Council. The recommendation requires at least nine affirmative votes and no vetoes from the five permanent members—the U.S., Russia, China, France, and the United Kingdom.
