Moscow is willing to resume negotiations with Kyiv, but does not agree to declare a ceasefire at the same time, said Russian Foreign Minister Sergey Lavrov, according to the state news agency TASS.
Russia is showing goodwill, Mr. Lavrov assured on the sidelines of the BRICS summit in New Delhi.
“We remain ready for negotiations, but the military operation will not be suspended” during them, the long-time foreign minister added, however.
He reiterated that Moscow is offering Ukrainian President Volodymyr Zelenskyy the opportunity to visit Russia. “If he wants to come, let him come,” said Sergey Lavrov, adding that “this is already a huge gesture of goodwill on our part.”
Mr. Zelenskyy has categorically rejected the idea, which his Russian counterpart floated months ago.
Kremlin spokesman Dmitry Peskov also insisted that Mr. Zelenskyy would have to travel to the Russian capital if he truly wishes to meet with his Russian counterpart. “If he really wants to talk to Putin, he’ll have to come to Moscow,” said Mr. Peskov, who was in New Delhi, when asked about speculation regarding a possible summit in Miami during the G20 meeting in December. Ukraine is not a member of the G20.
The U.S. is making a new effort to resume negotiations between Russia and Ukraine, four and a half years after the outbreak of war between them. Recently, there have been reports of a potential trilateral summit, which could be organized by U.S. President Donald Trump.
