The Cabinet approved the Ministry of the Interior’s proposal to amend the regulations governing the calculation of license issuance fees at its meeting today.
In remarks made after the Cabinet meeting, Interior Minister Konstantinos Ioannou emphasized that the goal of the decision is to simplify and modernize the process. “With this amendment, we are replacing the existing complex calculation system with a simplified, clear, and more effective framework that better aligns with modern application review procedures,” explained Mr. Ioannou.
Specifically, the amendment concerns, among other things:
- the elimination of the geographical division of Cyprus into three categories with different cost coefficients,
- the simplification of the methodology for calculating fees, depending on the development category,
- the elimination of tiered charges based on floor area for buildings and the division of land into plots, as well as additional charges for exterior work,
- clarification of the payment deadline for fees, and
- the establishment of specific provisions for the refund of amounts already paid.
“Our primary goal is to reduce complexity, enhancing transparency and consistency in the application of the Regulations, and expediting procedures for the benefit of citizens, engineers, construction professionals, and the competent authorities,” the Minister of the Interior stated.
As the Minister noted, the amendment is part of a broader reform of the licensing sector, “through which we are promoting a more flexible and effective framework that speeds up procedures, reduces delays, and facilitates the work of both citizens and engineers, as well as development activities.”
In this context, it should be noted that the expedited permitting process for low- and medium-risk developments has already been implemented, with positive results so far. More than 3,000 permits have been issued for single-family and two-family homes within 40 business days, as well as more than 1,500 permits for apartment buildings with up to 20 units within 80 business days.
“With today’s decision, we are taking another step toward a more modern and functional permitting system, with less bureaucracy, clearer rules, and more efficient procedures,” Mr. Ioannou concluded. Mr. Ioannou.
The proposed amendments to the Regulations will be submitted to the House of Representatives for debate and approval.
