At the heart of the revised framework lies the actual economic activity of businesses

On Tuesday, the Council of Ministers approved the revision of the framework for the registration of foreign-owned companies, following a proposal by the Ministry of Energy, Trade, and Industry.

According to a post by Energy Minister Michalis Damianou on Platform X, the decision “strengthens compliance monitoring and accountability, with the aim of attracting businesses that have a substantial presence and create added value for Cyprus.”

As Mr. Damianos notes, the revised framework focuses on the actual economic activity of businesses, regardless of the origin of their capital.

Specifically, the Registry is being renamed the “Business Service Center Registry,” while particular emphasis is placed on systematic compliance monitoring and the timely resolution of cases of non-compliance.

It adds that audits regarding the 70%–30% employment ratio will be conducted seven years after registration, while a clear delisting mechanism is established for companies that fail to meet their specified obligations. Starting January 1, 2027, the submission of an annual employment report will also become mandatory, enhancing transparency and effective monitoring.

According to the Minister of Commerce, the new framework supports businesses with a substantial presence, growth potential, and a genuine contribution to the Cypriot economy, through clear procedures, oversight, and effective enforcement of the prescribed obligations, while at the same time, clarifying the conditions for maintaining registration when ultimate beneficiaries acquire Cypriot or other European citizenship.

The decision is part of a broader review of the Strategy for Attracting Businesses and Talent, which is currently underway and is expected to be completed by December 2026. In this context, the first consultation workshop with the business community and stakeholders was held yesterday, while the consultation will continue on October 29 with a second workshop, Mr. Damianos concludes.
