Changes to the process for filling vacancies in the civil service: what the Parliament approved

The two amendment bills were passed unanimously

The Plenary Session of the Parliament unanimously approved two bills that amend the procedures for filling vacancies in the civil service and provide for transitional provisions regarding the written selection exams forfor appointment.

With the amendments to the Civil Service Law, the deadline for the competent authorities to submit proposals to the Public Service Commission (EDY) for filling vacancies is reduced from four to two months from the creation or vacancy of the position. At the same time, the publication of vacancies for first-time appointments or those expected to become vacant by the end of the year will take place during the first two months of each year, rather than during the first four months, with the relevant provisions taking effect on January 1, 2028.

For 2027, a special provision is in place, under which first-appointment positions that are vacant or expected to become vacant by the end of the year will be published within the first half of the year.

The second bill includes transitional provisions for the administration of written selection exams for candidates seeking appointment to the civil service. Specifically, the exams will be held between January and April 2027 and will apply to filling the vacancies to be published during that same year.

At the same time, the lists of positions for which the exams will be held are to be submitted to Parliament before the end of November 2026, so that they may be approved by the House.

It should be noted that the bill establishing a new procedure for evaluating candidates for appointment to the civil service was not advanced along with the other two bills, as the implementation of the relevant procedure was postponed from January 1, 2027, to January 1, 2028, while its provisions were deemed to require further study by the Committee.
